Yue

In stark contrast to the New District, there is no opulence amidst the residence of the Old. Yet Yue bears the regality of someone raised amidst the Caliban elite. A relatively tall and lean green dragonborn, Yue is the leader of the Ladies of the Stars, responsible for overseeing the day-to-day affairs of the "estate" and the many women and children amidst her care. She's a very motherly figure who enjoys taking care of people. Although generally soft-spoken and gentle, she knows when to apply a firm hand. Many of the women in her care seek out her wisdom and advice. 
Like all of the women who find themselves amidst the Ladies of the Stars, Yue appears to have a troubled past. Is it not odd to find a member of their clan in the decrepit Old District? Yue is no longer on speaking terms with her family and prefers to keep it that way... though she has never elaborated as to why, only emphasizing that the Green Dragon Clan is not to be trusted.
2 decades ago, Yue took Moira in, becoming her adoptive mother.
