Doctor Hasnar

Doctor Hasnar was a friend and colleague of Alistair Miles, who worked primarily with the Sludge, and on human experimentation. From what we've seen his research was almost completely insane, and ended up creating numerous powerful individuals bent on revenge, including Killos, The Scarecrow, and even Palanthus.
