DRIVEr Tournament Formalized

UNICEF modifies the Academy charter to officially allow fighting, and indeed, approves the development of a combat tournament operated by the Student Administrators.

The first DRIVEr tournaments were a simpler affair, with somewhat less complex stakes. Participants would be ranked from A to D, depending on their performance. I cannot brain ATM, so I dunno how the system worked.
