Kythera

An artifact on this planet allowed a local shaman the ability to produce rain, when the artifact was placed within their staff.
There is some suspicion that the artifact was Elravian in nature.
The shaman was killed during the Fourth Crusade of the Timeless Filth, and the artifact no longer functioned. Its current whereabouts is unknown.
