The Deep Council Entourages

The Deep Council is the ruling body of Shadar-Kai society across the Shadowfell and is located in Evernight (coincident with Neverwinter in the material plane), the largest city in the Shadowfell. It is charged with ensuring the survival of the Shadar-Kai as a species and as a society. As such, they provide lawful governance and policing in most cities across the Shadowfell.

While technically all Shadar-Kai communities are subject to the Deep Council's rule, many of the tribal villages, nomadic raiders and remote settlements eschew that rule in favor of a more local or liberal authority or even anarchy. Because of this, the Deep Council relies on Envoy entourages, small groups of skilled agents under the leadership of a Master with broad powers ranging from full diplomatic authority to judicial powers including the right to judge and execute criminals. 

These Envoy entourages are also known to be the first and often only line of defense against less easily defined existential threats in the vast wildernesses outside established society. As such, they are often treated with a mixture of respect and dread by those who could easily end up on the wrong end of the Entourage Master's sometimes capricious sense of justice...
