Structure

A loose confederation under the tenious grasp of a High King. What one finds there is a collection of palaces each under the rule of a king. The kings convene every so often to appoint from among their own ranks a High King who leads them in foreign wars. There is no set capital, but the nominal center of the Natiawan world accordingly rotates with the title.
