Crime was starting to become a problem in the great Tower Cities toward the end of the 18th millennium. To combat this problem they hired Phantomnwares to develop a police force for them. Their answer was the Bobbies a mixture of special designed Scout and soldier Warforged for most of the force and later they added guardian automations to command them.
