The Otlo was created to settle disputes between the Gods, and is now worshipped as a deity of justice, of truth, and of rulers by many people of the world. It was intended as a perfect being, unfettered by whimsy and feeling. However, near the end of its creation, Hiqra attempted to fill The Otlo with darkness and so gain a powerful ally with which she could defeat her sister. She was stopped and fled, but her actions blinded The Otlo.
The Otlo uses its powers of supreme arbitration to prevent the major deities from actively interfering with the world, to avoid a repeat of the havoc caused by The First War. It also judges the souls of mortals collected by Apdos, and directs them into their afterlife.
