Watchful Order of Magists and Protectors

The Watchful Order of Magists and Protectors was the guild of wizards and sorcerers for the city of Waterdeep. However, while technically a guild, the Watchful Order functioned primarily as a mage academy. The Watchful Order also policed the use of magic within Waterdeep, encouraging wizards to use magic wisely.   The Order provided many services to its members, including a venue for trading spell components and magical items. The Order served Waterdeep by providing spell wards for wealthy inhabitants and firefighting through the use of water elementals. The Order also maintained important wards throughout the city.

Public Agenda

If you came in through the city gates or went to a school, you're probably registered. This ties into Waterdhavian's tolerance yet distrust of magic. Because of events like the Spellplague, Amnian Plague, Maulagrym, Halaster Blackcloak, the Twisted Rune, Phaerimm, giant monster summonings, Crown of Horns, etc Waterdeep has very good reason to employ The Watchful Order to preside over ensuring everyone's safety with magic in the city. Any registered caster may be called upon for the aid of the city in a time of crisis as a sort of caster draft.   If they find you unregistered, you will be assumed a major hazard to the city and punishment could range from a major fine, to a public flogging, or being thrown out of the city if suspected too dangerous.   Also, any caster in the city found selling magical services will receive major pressure to join the guild. They will see major price hikes or find no merchant even willing to sell spell components to them. Rumors may even begin that they are a suspected danger to the city.
