Javier Stone
Javier Stone is a Hispanic mutant male from Costa Rica that was orphaned at a young age. After he was brought to New York by Namor, he was enrolled at the Manhattan Academy for the Gifted at the age of 12. He excelled at linguistics and quickly become an unofficial universal translator for the campus. He works as the maître d' at the Gourmet Cafeteria of the Manhattan Academy for the Gifted.
He has the ability to broadcast his voice in a way that the receptor is able to understand them regardless of any language barrier(s furthermore, the voice the receptor hears is what that individual would feel is the ideal voice. (This is less a sexual preference and more just what would be most pleasant to the ear of the listener).
History
Javier was born in the coastal hamlet of Penshurt, Costa Rica to a loving mother and father; both of whom worked diligently at the local markets to provide for him and his older two brothers, Juan and Jorge. His father was a fisherman and his mother a merchant.
Unfortunate for Javier and his family, their homeland was devastated by tidal waves when the Red Serpent Rises took place. He was separated from his entire family and rescuers were forced to place him in a refugee camp. It was there that he caught the eye of Namor, the Sub-Mariner who had been passing through on a visit.
Namor took the young boy under his wing and brought him to New York. There, Javier was enrolled in the Manhattan Academy for the Gifted's Junior Development & Orphanage Program. Javier was enrolled as one of the Academy's youngest recruits, where he quickly showed great potential and promise.
As his Inhuman powers developed, the Academy saw the great potential in using Javier as an Academy Translator of sorts, at least for in-house purposes. After his graduation at the young age of 16, he took up a position with the Academy at the Gourmet Cafeteria where he works as a maître d' and head waiter.
He continues to harbor his talents and abilities with the school faculty, participating in regular classes and training exercises. As of this time, he has refused any sort of sponsored field work.
Personality
Javier can often be misconstrued and misunderstood due to the lack of perceived inflection in his voice as recipients hear him as they would ideally wish. This has lead to a pattern of misunderstandings over the years that has diminished his self-confidence. He is often a reserved, more soft spoken individual unless he is greeting guests at the Gourmet Cafeteria.

Powers
While the limits of his powers have yet to be fully explored, the extent of his abilities seem to have been reached.
Xenoglossia: He has the ability to broadcast his voice in a way that the recipient is capable of understanding him, regardless of any language barrier(s) and/or lack thereof. This works by projecting a psychic connection into the recipients mind that allows for a seamless translation between the language(s) Javier speaks and the language(s) the recipients understands. Regardless of any known or unknown languages, the recipient is always capable of understanding his words.
Auditory Hallucinations: In addition to the recipient receiving Javier's communications in a language they comprehend, the words are also augmented in a way that they are most pleasant to the recipient. If the recipient prefers a deep, masculine voice then that is what they would hear as Javier speak; if the recipient prefers a soft-spoke, feminine voice then that is what they would hear instead.
There is a potential for Javier to use this ability to produce auditory hallucinations within the recipient, but he has not practiced that ability enough to confidently use in a strategic situation.
Abilities
Skilled Fisher: With his upbringing in the small hamlet of Penshurt, Costa Rica he spent much of his time along the coast. Following in his father's footsteps, young Javier spent much of his youth fishing and mimicing the actions of his father. Since moving to New York, he has not practised fishing as much.
Skilled Marksmen: His preferred weapons include bows, crossbows, spears and throwing implementations. He requires a lot more practice before he would be considered among the world's top marksmen, but he had the determination and drive to succeed. He is capable of accurately throwing most weapons up to a range of 50-feet, with his archery accuracy reaching up to 150-feet.
