The Vale is founded by Dark Elves who had separated from the religious society of Farenai and who were displeased by racial tensions in the broader world.
The establishment of the Vale marked a turning-point for these communities, giving them an official state which could promote their inclusion and separate them from direct association with Farenai. The official date of the Vale's establishment corresponds with the creation of The Icharn Column, a major landmark around which the city of Vaelhart is based around.
