Following the patriation of the Upmarch at the conclusion of The Second Elven War, regional stability largely collapsed.

Many minorities had been sent off to the Lowmarch, and now many High Elves fled back to the Delos'Nordani heartland, including the Upmarch leadership. Lacking trade and diplomatic ties, Upmers could no longer exploit their natural resources and fell into famine and decline.   This state would more or less persist until the end of The Third Elven War, when Everaldimor took a more direct approach to influencing the Upmarch by establishing the Sapphire Concordat.
