Decia is granted autonomy as a vassal of Sylla.
Decian settlers had had tensions with the Syllan nobility from the start of Decia's colonization, as many had escaped from serfdom under illegal pretenses. Recognizing that its grip over the region was slipping, Sylla allowed Decia to craft its own autonomous state while maintaining hierarchial ties above it. This designation effectively eradicated all criminal offenses the Decians might have faced, for it revoked their Syllan citizenship and thus the nobility's powers to prosecute.
