Spiderhaunt Council
New community projects, land disputes, crime resolution, etc. are all handled by the city council. This is a democratically elected set of 10 individuals who share responsibilties. There is no limit on re-election. However, if any individual handles finances greater than 10% of the cities wealth, they are not able to serve on the council. The assumption within Spiderhaunt is that excess money or land is equivalent to a seat of power on the council. Allowing a single individual or family to have both would cause an inbalance of power.
One member of the ten councilpersons serves per 10-day in Faerûn, such that there is a councilperson available everyday of the week. Hours are intentionally orchestrated over common break hours for other professions such that anyone will be able to voice a concern.
Any villager which has an immediate concern is invited to knock on the home of a council member. Late nights are considered a part of the job and villagers who run for council positions thus expect such interuptions.
Structure
The council is divided evenly among male and female positions. If any individual does not fit within the gender binary, they are able to fill either position.
Council Head (2, male/female): These are considered the sage advice for the entire council. Their primary roles are to open each council meeting and be the first to draft major proposals. In the event that votes among the lower council are a tie, the male and female Council Head work together to determine the final vote. If an agreement cannot be achieved, the issue moves to the entire community for a true democratic vote. Each year, the eight other members of the council vote to whether to keep or demote the Council Heads based on their overall performance for the city. If one (or more) is voted for removal, then a democratic election is held in which the village votes for which of the eight council members they would like to see in the position. Except in rare circumstances, the Council Head returns to serving as a Council Member until their 5-year service ends.
Council Member (4 male, 4 female): These eight individuals are representatives of their community. They are expected to listen to and serve the interests of the majority of Spiderhaunt. As such, these are common citizens who are elected every 5 years in a true democratic vote, and they are expected to continue their normal work in addition to their duties to the community. A primary responsibility of the Council is to determine punishment or reform of law-breaking citizens or visitors to Spiderhaunt.
Council Member (4 male, 4 female): These eight individuals are representatives of their community. They are expected to listen to and serve the interests of the majority of Spiderhaunt. As such, these are common citizens who are elected every 5 years in a true democratic vote, and they are expected to continue their normal work in addition to their duties to the community. A primary responsibility of the Council is to determine punishment or reform of law-breaking citizens or visitors to Spiderhaunt.
