Proedros was an Ancient Red Dragon, and the unspoken head of the Symvoulio, translated as the Council of Wyrms. Proedros oversaw the Symvoulio and the actions of its members to bolser his own political influence. Proedros was the second soul to ever be used in the creation of a Phylactery.
