Legend Lore: The Symvoulio <Council of Wyrms>

The Symvoulio was the de facto governing body that oversaw all of the Dragon Domains within ancient Idriell, long before the rise of man. Though it had no formal leadership, the Ancient Red Dragon Proedros was considered the deciding vote on matters the Council could not agree on.
The Symvoulio oversaw all life on Idriell, and sought to ensure a balance of power - that no singular dragon, domain or non-dragon entity could amass too much power, such that all of Dragon-kind could live in harmony. The Symvoulio was eventually disbanded and removed from power at the hands of Permaea, the Soulchanter.
