Starpeaks Observatory

According to the Book:

Located high in the Starpeaks, a mountain chain in northern Aundair, the Starpeaks Observatory was constructed in 512 YK by King Daroon. Daroon became fascinated with the practice of charting the moons and stars, especially with the idea that these charts could provide signs and portents for the future. He had the observatory built, but he died before construction was completed. Now the Arcane Congress uses the place to study the moons and stars.

In Our Story:

The main components of the Starpeaks Observatory are a giant brass telescope and a massive planetareum. The telescope, the largest in Khorvaire, is capable of viewing the details of celestial bodies and what appears to be the edge of the material plane. As the planetareum was designed and operated by illusion wizards, the planetareum can project the moons and the Ring of Siberys into the large room to allow the visitors to walk around the room freely.   As the preeminate center for astrological learning in Khorvaire, the Starpeaks Observatory is a gem for the Arcane Congress. They host scholars from across Khorvaire, allowing these institutions the use of their equipment for a modest fee. Morgrave University, the University of Wynarn, and even Rekkenmark Academy have sent their scholars to study the effects that the moons and other celestial bodies have on the workings of the material plane. The only organization barred entry to the observatory is The Twelve - and by extension the Dragonmarked Houses.   The observatory is maintained by a small cadre of illusion and divination wizards, led by the powerful divination wizard Larhut of Gatherhold. They are very proud of their roots in Arcanix and wistfully discuss their time in Tower Hope or Tower Miraculous. Though intricately aware of what is happening (at least on the surface) of the cosmos, they are starved for information on what is happening in Khorvaire. Those who are interested in the worldly affairs would be very interested in any passing travellers with news to share.
