Risia

Risia is a plane comprised primarily of ice. The very atmosphere freezes the lungs and steals away the breath.
There are a large number of Risia Manifest Zones in Everice and in The Frostfell as well as several  scattered throughout the peaks of the Graywall Mountains between Breland and Droaam. There is also a large but intermittent manifest zone to Risia in the Tashana Tundra on Sarlona.
When Risia is coterminous to Eberron, regions with manifest zones are subject to intense cold. These areas also bolster cold-related spells and powers and allow transport between Eberron and Risia to occur. Risia is coterminous to the Material Plane once every five years during the midwinter month of Zarantyr.
When Risia is remote from the Material Plane, conditions of extreme cold are reduced in severity, although still worse than the in the surrounding areas. Risia is remote from the Material Plane once every five years during the midsummer month of Lharvion, two and a half years after each coterminous phase.
