The Joys of Bureaucracy

Rolen d'Lyrandar was not born with a dragonmark but that did not mean he was not valuable to his house. Yes he was of below average intellect and had a personality that was best described as "petty tyrant" but all large organizations need middle managers to keep things running smoothly. And Rolen was excellent at his job of filtering information so his superiors were only bothered by the truly important things.   It was Rolen's favorite part of his day: triaging reports. He, and he alone, decided what was worthy of going up the chain and what would be denied. In his little corner of Khorvaire he was king.   One report in particular stood out today. It was written in broken Common as was typical for anything sent by Sivis Message Station where every word cost valuable sovereigns.
Arrival : unregistered airship. Captain: solid blue gnome. No pilot, claims prototype runs without dragonmark. Request instructions. Dockmaster Glaucia, Aruldusk
Rolen would have laughed if he had a sense of humor. A solid blue gnome brought in an airship that didn't require a pilot? Preposterous! Either Dockmaster Glaucia was playing a joke or she was drunk when filing her report. Either way she needed to be disciplined. He eagerly pulled out his personal binder and looked up her file. Glaucia had worked for House Lyrandar for 4 years with a spotless record so far. That was about to change. He added a formal reprimand to her file and wrote a response to be sent back through the Sivis network.
Fanciful reports are not tolerated. Consider this your only warning. Further infractions will be punished. Rolen d'Lyrandar, Stormhome
He paused for a minute to savor the satisfaction of a job well done before moving on to the next report in his inbox. The bureaucracy never rests.
