Chankrat Union
The Chankrat Union is a somewhat secretive group of magical users within the areas of northern Kasetia. The government, while not explicitly stated, has almost complete authority on the northern free settlements of Kasetia. They prefer to avoid conflict, and have a strong stance of non-aggression towards foreign powers, although interlopers will suffer the full wrath of their peoples.
Structure
The Chankrat is a council of sorts, with each member having equal sway regarding voting, although each member does have specialized areas.

Master of Will - Caeldrim, the Darkened Foot.
History
The Chankrat started out as a collection of powerful magic users in charge of a number of independent settlements to the northwest of what is now the Empire of Al-Quadash. During the rise of new empire, these elders grew fearful of Emperor Shag'ards power and agreed upon the formation of a secret society that would provide governance over the cities to best ensure their survival.
