Merchant Board

The Merchant Board is the term used for the lower court system of Averum. The Board holds a degree of control over certain enforced laws within the city. This includes being responsible for holding data on registered magic items. The Board is formally in charge of severe crimes performed in the cities walls, often leading to a collaboration between the Board and the Guard Investigative Division.
