Mr. Roboto
A simulated human A.I. robot that has one function; Distribute weaponry, discreetly, in exchange for credits. Weapons are 3D printed in seconds and the funds are transferred to a secret 3rd party. Nobody knows who governs these types of outposts, but it is impossible to track parties in either direction, making it the most secure way to obtain weaponry outside of the legal/political eye. The available weaponry for distribution is locked behind a mysterious algorithm which only permits new 3D objects when the GM gets more cards in the mail.
In other words, you give credits, Mr. Roboto gives weapons.
