Ralph Quinn

Works for the S&S Parking garage. Also works for Vice Lords
According to an interview with Venus, Ralph didn't really want to work for the Vicelords in the first place. He was basically forced into it when the gang approached him at his workstation. After they offered him money, he agreed to do whatever it was they wanted. They told him if anything ever went down there, to delete the security tapes, and to try to keep any vicelord activity hidden.
After Ralph saw the accident, he didn't even think that the lords were involved. He regrets not having checked the van first. Ralph saw a black van enter the parking lot at around 9pm with a man driving and Lady X in the passenger seat. He's seen her before, however he figured they likely had left the lot before 3am even though he never saw them leave.

Events surrounding Ralph

9:15ish - Ralph sees a man and Lady X in a Black Van enter the parking Lot.

3:20ish - Ralph waves in a white van, when he hears a car crash. He looks over and sees the van overturned so he immediate calls the police to have it towed. Ralph rushes over and sees people fleeing the area. He doesn't recognize any of them, but he can tell there are several other people in the parking lot looking his direction. He peaks into the van and sees the drugs. Ralph panics and tries to call the police again, but it's too late. He goes back to his booth and sees an officer go down into the parking lot.

3:30ish - Ralph hears gunshots from the parking lot, and he runs across the street to a gas station. After waiting there for a few seconds, he sees that black van coming out of the parking lot again. Ralph is certain that the driver was male, but he didn't recognize the driver. It was not the same driver as last time. He's also thinks he saw that woman in the passenger seat.

3:50ish - Ralph goes back to the lot where the security office is, and deletes all footage of the event.

Later that morning he clocks out and goes home to sleep. He is woken by the police who question him for several hours before arresting him.
Venus tried to get requests to get this innocent man out of jail, but the authorities seemed unable, or disinterested.
