A human male and leader of the criminal underworld in the Sardivelian city of Silvio. He started out working with his sister Celia for the eccentric hedge mage Ilariano Vivaldi, but the Fortunate Five adventuring group captured Vivaldi in the fall of 918 and brutally killed Celia in the process. Celio managed to escape the fight, mourning the death of his sister and using his hatred for the Fortunate Five to fuel his rise to the top of the city's underworld. His time at the top was short-lived, overplaying his hand with a series of violent feuds that led Alessandra Capaldi to give the The Handgun the green light to finish him off once and for all in 924.

  Mute from birth, Celio typically speaks via telepathy or uses his kenku agents to speak on his behalf.
