Frobert
A bullywug Shroud agent based in the Myltev capital of Oblast. He fled the Elflands at a young age to find better job opportunities abroad, but after months of starving on the docks of Oblast he was recruited by the Shroud to spy on cults in the region. Beleren Hazid used him as a contact during his journey through the region in 897. For years he ran a shoestring operation in the city, lacking massive funds for recruitment or spying on the local cults. Instead, Frobert specialized in intelligence gathering at the docks and sold the info to the highest bidders to keep his operation afloat. With few cults or rogue pirate kings to deal with under King Nikolaj Baratov's reign, Frobert has become one of the most effective intelligence brokers in all of Liat.
