Conspiracy of Puppet Leaders
The Cult of Makeus is as large as any other underground organization, with many different branches across the whole of Variel. Because they serve the god of trickery, it is largely assumed that they simply want to bring about chaos for the sake of chaos. This isn't entirely true though. The cult sees leadership, government, and the rule of law as a fault. At any point, and for any reason, leadership can be challenged, or overruled. Some believe that because of this outlook, the cult has embedded members into high positions of power among the courts, embassies, and corporations of Argas. Because Argas is a neutral power, it would be the perfect power play to cause chaos among the represented nations of the city.
The prevalent conspiracy theory is that representatives from the nations embassies in the city are ranking members in the cult. These representatives have a say in the legal edicts of the city, and so it gives them the chance to advance the standing of the nations they represent while causing strife for the other nations, or making backroom deals for the benefit of two countries over another. It's not uncommon to hear gossip among workers at the Argas shipyards that shipments will frequently be rerouted mid transit, for no discernible reason other than to cause stress among the trade agreements of the nations. The trade council which is made up of representatives from the embassies have oversight of shipment manifests, and so it is believed that they're working to under mind each other, but the purpose is not clear.
While there is no way to tell who is involved with the cult, the most reasonable answer is that it is simply the nature of politics. Bureaucratic red tape often throws a wrench into the goings on of life that the average citizen might not fully understand. But the esoteric legal talk that the city's council members use to further their own agendas, and the agendas of their nations does reek of shady activity. And what's more, the cult does not need a good reason to disrupt politics. They would do it just for the joy of watching others fret.
