The two forms of incubation pods were manufactured by the same artisan group by lost methodologies. The advanced forms come from modifying the pods designed to help infertility.
Social Impact
Successful hatching rates significantly increased given ideal conditions for the egg type. With the increase in egg species survival, the live birth and infertile populations clamored for something similar for them to successfully reproduce. The ability to create viable embryos artificially lead to a natural advancement in using this technology to eliminate fatal birth defects and genetic diseases. Curious researchers blurred the lines of ethics by creating "designer" offspring, then crossed it by creating hybrids with human DNA. Legislation was passed to keep things ethical, but this did little to stem the development of hybrids now known as Fayus.
Access & Availability
The incubation pods for eggs were highly available. Availability scaled back considerably as the machines progressed. Artificial embryo pods were rare, skirting the line with ethics. Genetic manipulation pods were even rarer, seen as unethical. The pods designed to incubate the hybrid experiments were extremely rare and considered highly unethical. This technology was lost following Atlor's Judgement, with few incubation pods remaining operational for some time in undiscovered facilities.
Complexity
The construction and operation of the incubation pods is extremely complex; a mixture of magic and technology. Intimate knowledge and training is required to properly operate even the most basic of the incubators.
Discovery
Incubation pods were discovered through scientific advances made by Dragonkind over the millenia of their reign. They began as machines to incubate eggs in controlled conditions optimal for embryo development. From there, the incubation pod advanced to artificially create embryos within an enclosed system to assist infertile pairs. Further development brought the ability to select the genetics of a single embryo within to eliminate genetic diseases and deformities. The final upgrades came at the hands of ambitious researchers to splice human embryos with animal and even dragon DNA.
