Westgate
The most notable Sapphire Metropole which sits out of the deltaic floodplain region in the majority of settlements lay, instead it sits on the rocky coast of the Star-Strewn Sands with hopes of establishing a new harbor for incoming Draconic ships. Westgate is a republican settlement founded relatively recently by refugees from other Metropoles.
