Ministry First Alchemist

The head of the Ministry is the First Alchemist, also sometimes referred to as the Master Librarian or Director of Education. Drawn from the ranks of the transmogrifers by the Council of Nine, the council that advises the First Alchemist position. A member of the Ministry may hold the position of the First Alchemist for nine years, at the end that that term, they are to step down. On stepping down, they may not hold it again for another nine years.
Candidates aren't selected but instead compete for the position, as it comes with a hefty responsibility. Candidates submit their alchemy or arcane thesis for review by the Council of Nine. From that, three finalists are chosen. Those three must demonstrate their thesis to the Council and provide references to sources. Then the Council deliberates on what they witnessed.
The candidate that has developed the most innovative theory, or simply is the only one that survived to demonstrate their theory, becomes the next First Alchemist.
In daily life, like all members of the Ministry, the First Alchemist is expected to conduct research toward the ultimate goals of the order. However, the First Alchemist has the responsibility to direct the various efforts of the Ministry in what materials are needed or spells to be gathered. From these, and the research, he or she is expected to continue the great work of being able to directly manipulate and alter the planer realm.
