Wilhelm the Whaler

A resident of the East Side and a member of Old Wallace’s gang, this middle-aged gentleman’s fine clothes don’t fit in with the rough surroundings. His silver beard is neatly trimmed, and he carries a black cane.

• He once worked on trading ships in the Southern Seas before arriving in Eingana, for unknown reasons.
• Member of the Association
• Leader of the “Stray Dockers”, one of the two major factions consisting of the warehouse workers and sailors on the East Side
• They control a lot of the water traffic and shipping, as well as trade through the east gate.
• He is making deals with the cult!!!
• They have a base along the southeast bank of the river that connects with the underground ruins.
• The Stray Dockers have been struggling since the casino shutdown.

He has been bested by The Revengers and thoroughly discredited.
