The Aurealis Statute

The Aurealis Statute is a law passed in the Council of Walong in 1285 that effectively limits the freedom of Shifters. This law is still protected in the modern-day Tylotian Empire, where shifters are strictly prohibited from citizenship and owning specific properties.

Historical Details

Background

Though shifters had possessed impressive powers since the days of the Cataclysm warped them, their powers seemed to spike especially in those born after 1273. Many were unsure of the source, but the main focus was the uptick in shifter-related violent incidents reported in many Walong districts. Implored by the public to do something about this, the council quickly passed the Aurealis Statute.

Public Reaction

The riots after the Aurealis Statute's ratification were swift but chaotic. Those that obeyed Walong's guards were guided to a temporary shelter while those that refused to follow often ended with both sides shedding blood. As several hundred shifters retreated to other parts of the continent like the Ayalude Forest or the Quim Sands, a number of Walong's citizens rebelled against the inhumane order as well. These protests continued until the complexes meant to house these shifters were complete, with the Council allowing the public full access to note the amenable living conditions, and set the shifters to work on public projects under a watchful eye. Though there were many skeptics afterwards, shifter subjugation eventually became a daily facet of life and many simply moved on.

Legacy

Even after the overtaking of the Walong Confederacy by the Tylotian Empire, the Aurealis Statute is still considered a valid and legal document. Additional alterations over the years have allowed shifters some personal freedoms, though they are far from full Tylotian citizenship.
