The Corsair Kings are the 7 Captains which founded the Freebooter Syndicate in the beautifull Isles of Libertide.
Of course the individualist lifestyle of the average pirate or smuggler hardly lends itself to cooperation between individuals let alone powerfull captains with fleets of ships.
That said the need for cooperation quickly became apparent once larger forces such as the Dominion Of Maridia and Monastry of the Whispering Tides started to conspire in order to drive piracy out of the Celestial Gulf as a whole leading to a agreed upon Freebooter's Code among The Seven Corsair Kings from which point on the Freebooter Syndicate Officially came into existence.
Now roughly a century since it's founding many holders of the title of Corsair King have come and gone wether it be by stepping down, death or otherwise but each of the Kings maintains a huge amount of power largely due to the process in which the title is bestowed when one of the seven seats opens up.

Appointment
Inheritance of the the title of Corsair King is a huge event, after a celebration of the former holder of the title the Renegade's Assembly is convened where all 6 other Corsair Kings must be present.
During this Assembly any free person is allowed to present a valid claim to the position wether they be an important figure in the previous King's crew or a powerfull captain or merchant in their own right able to rise to the responsibilities of the title.
Once the 6 Corsair Kings have determined which claimants have a rightfull claim to the title through majority vote a list of the prospects is sent to all corners of the archipelago and beyond.
From this moment onward any captains, organizations, companies or individuals have 30 days to send a representative to the capital,Reef's End.
in order to pledge allegiance to a candidate.
After the 30 days the Renegade's Assembly is reconvened and all candidates are called forward one by one and requested to present their representatives. A secretary will take accounts of the manpower and wealth each represents and presents a final tally of each candidate to the Corsair kings who will deliberate the value of manpower according to the needs of the Syndicate at the time and present a winner from among the candidates. The other candidates will have the chance to invoke Belay as per the Freebooter's Code to resolve any disagreements with the result and a new Corsair King is indighted on the spot.

The holder of the title of Corsair king holds a large amount of power in the Freebooter Syndicate.
The source of this power comes from several areas such as subordinate crews, businesses and organizations as well as a large amount of personal holding within the King's assigned territory where one has nigh absolute rule and is free to tax any citizens in the area provided it is not deemed excessive by their peers. Due to the Freebooter's Code each of the kings is entitled to 50% of any spoils their signed on subordinates gather though often this is adjusted to a smaller share through contracts signed by said subordinates at the time of succesion in order to secure their support.
A large amount of power for each Corsair King is due to the large amounts of sailors, farmers and businessmen who sign under a Corsair King as the promise of a fair share of at least 50% of any money gained in a venture in return for protection and often better business and career opportunities is a extremely fair deal in a world where in most counties peasants and hard laborers barely make enough to live.

Grounds for Removal/Dismissal
Empeachement of a Corsair King is possible though extremely rare.
Should one of the Corsair Kings found to be in violation of the Freebooter's Code, unable to fullfill their responsibilities or otherwise found to be unfit for their position a Renegade's Assembly can be convened.
In this assembly the 6 other kings will serve as a jury and listen to all testimonies, evidence and allegations. Should they find the 7th Corsair King unfit for the position with a majority vote the Corsair King is empeached and depending on severity declared a outlaw and stripped of his rights as a freebooter.
Should there be a tie however the present captains will be the tiebreaker through a vote among them.
