According to the earliest myths of themselves, the High Elves of Kobetsu base their origins on a pact between the Storm King Regulus XVII, and the Fae Queen Titania.
In the Hatsu saki no sho of the High Elves of Kobetsu, The origins of the Elves in their primal form comes from a pact made between the Storm King of the age, Regulus XVII, and the Fae Queen Titania.
This is also significant because it marks the first noted crossing of the barrier between Eoferan and the feywild. Using the blood of the Storm King, The Summer Mother begat both the High Elves and the Eladrin to aid in the givings of the giants and the Fae.
