Arcane Magic
When an inquisitor refers to magic, he refers first and foremost to arcane magic. The arcane, at least for humans and dwarves, is derived from Glimmer. Without it, only the Elves were able to manipulate the elements to their liking. While unwavering faith in Luminor's Light grants a believer access to small miracles, these were already commonplace among humans and are widely accepted. Even to uneducated serfs it is easy to tell apart the Holy Light of Luminor from the crackling energy that is present in the arcane.
Manifestation
Arcane magic can have many different effects, and each comes with its own flair depending on the user. What is common across the board is that arcane magic is never quiet, and it takes a great amount of study to be able to conceal arcane casting through other illusions. And while divine magic is soothing and calm, arcane magic is usually violent in one way or another.
Localization
For the Elves, arcane magic came as naturally as breathing. For humans and dwarves however, the extra kick of Glimmer was necessary to allow arcane spellcasting. Using only a few grains of Glimmer can propel a caster forwards to unleash hellfire upon their enemies, or enable them to become invisible. The Azerai use staffs and wands tipped with Glimmer to allow a continuous connection to the source of magic.
