Shurima is the Capital of the Empire of Shurima. It was created by Arabas, one of the divine powers. Every night the city fills with a shimmer of blue magic and makes up a wonderfull spectacle. Legend says that this blue shimmer is the soul of Arabas floating through the city

The Council of Magic

The Council of Magic consists of about 33 member which determine what magic should and shouldnt be used for. For example you should help people you should be able to defend yourself, but shouldnt be used in war or to kill people on a large scale. Furthermore the council dicides punishments for those offenses.

Shuriman Anti-war attitude

While being immensely powerfull on individual levels the city isnt really capable to defend it self. Most citizens rather focus on lerning than on fighting

Magical Guards

To secure the Safety in Shurima the Council of Magic created magical guards that arent really human but also have feelings. Those guards are found all around the world and are really popular since they are cheap and follow all orders given.

They are split into 4 groups:

• Elite guards
  

Usually they are lead by a few people who are commissioned with the safety of the city
