Dawn Council
Overview
After emerging from the despotic rule of the Sea Princes the citizens of Sasserine were reluctant to return to the traditional rule under a solitary lord. Instead, rule of the city fell to seven long-standing noble families, each representing one of the city’s seven districts. The driving goal of the Dawn Council is to see Sasserine return to its glorious roots as a port of call for exotic trade and exploration. The Dawn council is broken into parts which are the Legislative, Judiciary, Milatartic and the High CouncilLegislative
The legislative sun is divided into two houses that forms the laws that govern trade, crime, building and all other matters of law. The first and primary branch is called the House of Patrician the other is called the House of the SharedHouse of Shared
This branch is a collative body of all the guilds, Churches and other important insinuation in Sasserine. They meet on the dawn of each month to discuss new and old laws. this meeting lasts for three days in which they than vote and pass on their recommendations. A proposed law only need one third of the house to pass for it to be sent to the House of Patrician.House of Patrician
This governing branch is comprised of all lesser and minor matriarch noble houses, all laws are finalized with this body. Each law is read to the house and then briefly discussed and voted on, there must be a majority vote for a law to pass into public recorded.Militaristic
This is the institution also called the rising suns enforces the dawn councils will foreign and domestic however this branch of government does not act completely alone as it takes most of its standing orders from the high council. It has three separate parts it’s navy mobile infantry and the order of the black crabNavy

The courts of Raya, Goddess of the Scales serve as the honest arm of judgement in Sasserine. They provide the judges, prosecutors, defense and investigation of evidence provided.The High Council
Comprised of all the matriarchs of the major noble houses, these seven rein supreme. With the ability to over turn any verdict, uphold or dissolve any law or even dictate orders to the rising suns.Enemies and Allies
Sasserine has no shortage of enemies. The surrounding swamps are rife with bullywug tribes and other savage humanoids that constantly vex the outlying plantations and farms that support the city. The Crimison Brotherhood is a traditional enemy of the city as well, yet as of late has been making pretenses of allegiances and truces. The pirates of the Laughing Coffin Fleet are another thorn in the Dawn Council’s side, and attacks by their ships on merchants and other ships bound for the city seem to be on the rise. The churches of the city are strong supporters of the Dawn Council, assisting with coin and divine might when needed.
