This Bag is actually an extradimensional paradise. Its interior ia a divinely designed cat condominium that can comfortably house asbout a thousand kittens.
The bag provides them all with as much air, food, drink and small balls of wool, to play with, as they need while keeping them young for as long as they sat inside it.
The Bag of Kittens is industructible - nor can it be folded or flatted.
When found, it usually contains 10d100 kittens.

PICK A KITTEN = As an action, you can reach inside the bag and pick one kitten.
PLACE A KITTEN = As an action, you can place one kitten inside the bag.


FELINE FLOOD = As an action, you can turn the bag inside out, realising all of the 10d100 kittens in a 30ft sphere of kittens. This feline flood persists for one round as kittens tumble and fall, heavily obsuring the area. The ground in a 30ft circle becomes difficult terrain as kittens scurry about.
The circle expands by 10ft each turn and lasts for 3d6 turns, until the kittens become tired from all the play.

Really kittens

So when a druid wildshapes they turn into an animal - some of these thousand kittens are actually LVL 20 indefinitely wildshaped druids.

"This bag will only hold kittens"

They cannot even take their favourite toy - unless it is a tiny ball of wool in there to play with - If they die in the real world and just return to the bag. There would be kittens who once played with ancestors - that people's descendents could have for generations, depending on lifespan of race.

Aging

They age 5x faster out of the bag.
Only kittens can return to the bag - so they cannot return.

CURSED BAG

If it's a cursed bag, maybe it transforms the children of the village, pied piper style.
