the star tower was created by Enju, to help people learn summoning magic (not everyone can use it).
to aid the reincarnators.
Defenses
protected by a barrier of divine power, it cant be destroyed.
the tower has the ability to teleport people (it mainly uses this ability to evict those it deems dangerous.
History
for a long time it had been left untouched with not much being known about the building, partially due to the divinitys not saying much about the world wonders, and partially due to its mysterious teleporting nature, it can be hard to find, and even if you do find it it may not stay in the same place for too long. the divinities did say that only the chosen would be allowed entry
Tourism
whenever the tower moves you can be sure that people will be searching for the location, in the hopes of being able to summon their own familiar.
academy students and techers, nobles and followers of the divinities have priority entrance to the tower.
