Selonia
Structure
The Lugal of Selonia is the preeminent power of the country, second only to the will of their patron deity Assuran. He is often treated as a bureaucratic representative to Assuran until such time as the Deity sees fit to take mortal form. It is his duty to bring order to the chaos of the mortal realm. The Lugal had a deputy to serve his duties in the event he was unable to do so, and his Chief Scribe to record important events. The Chief Scribe is almost always a powerful mage, well read and learned.
The Selonasque court has seven officials who served the Lugal. The treasurer, chief cupbearer, chief eunuch, palace herald, vizier and chief judge. Each in turn has deputies of their own. These officials hold power separate from the system of governors are are not subject to the will or authority to lesser rulers.
Each provincial governor, or Pahutu performs duties in his province without the assistance of court officials. He does have a deputy and a court scribe to record proceedings in all official matters. The local military detachment are under his direct command, unless the Commander-in-Chief or the Lugal himself assume command. The governorship is not hereditary and is often passed to a new individual when the Lugal passes. All Pahutu are equal in power to one another in social standing.
Culture
Unusual and often counter to the wishes of the nobility, the common Selonasque people are fiercely independent. The behaviors of the courts of the Pahatu or the Lugal himself are treated as celebrity antics and often have little or no effect on the daily lives of the commoners. Scandals at court often become common knowledge quickly after the fact, as gossip is a favored past time.
Magical talent is common at a low level, with many people possessing some inherent talent for it. As such, Sorcerers, Oracles and Psychics are more common than other caster types. Most of these natural casters manifest primarily simple protective spells or those of a more utilitarian bent.
Religious belief if kept personal and private, especially if the favored deity is opposed to will of Assuran. Similarly, affection between romantic partners is strictly taboo in public areas. Marriages are often not for the love of another, but are in practice a social or financial arrangement as is common in many cultures. As such, open and public affection is treated as a social failing.
