Doa

The kingdom of Doa is the largest governmental organization in the world primarily because it maintains, at least on a policy level, that all races are equal and should not be overtly discriminated against. Their military is impressive but fairly centralized around the capital, so the closer you get to the borders the weaker the power of the crown. Though the crown occasionally shifts between various noble families, the ruler of Doa has always been a pureblooded human. Because of this, there is always a certain amount of humanist pride that ebbs and flows with the generations. Doa was founded by human merchants and rose to prominence because of its central location in the great plains. Because of this history, many nobles have backgrounds in trade and the rights to do business in any particular area of the kingdom are tightly regulated. Even the crown itself is seen as a bartering chip between the highest of nobility, and the coronation of a new ruler is traditionally the result of a deal struck with the previous one.
