The Jadey Edict
The Jadey Edict is a supplemental set of local laws imposed upon the central region of the Californian arm of the Cascadian Enclave. They declare the Ladies Jadey as the sovereign rulers of the region, outline their terraformation efforts, declare a series of zones, impose strict sanctions on travel and trade between the zones, and place harsh punishments on anyone using cybernetics, geneboosts, or hormone suites.
While the land is subject to the rule of the Jadey Family, the Family itself must still answer to the crown back home in Aempis. In order to simultaneously help with operations and keep them in check, the Crown staffs the Jadey family with a large contingent of Jhoutigari, many of whom are working to earn a plot on Earth or to make a lot of money to send back home to their families
Rulings
- Lady Treizcha rules over the central region from monterey to mendocino and fully westards to the border of the Deseret enclave. Lady Rilephae is her steward and second in command.
- As the safest plot of land, Sonoma shall be established as the base of operations for House Jadey
- Osborne Jadey oversees the salvage operations of the Santha K'klera and Solano zones
- Negenani livestock and plants will be imported to restore the region's ecology to be life-sustaining
- Travel between the zones is permitted, but trade may only happen at approved tradehouses, black market trade is punishable by death — a sentence they are not afraid to enforce
- Any recovered technology is property of the Jadey family

Some of those rulings are so harsh. I guess you have to be that way if you want to hold onto power.
