Sanctuary is the capital city of Serukis, located at the eastern end of the Falas mountains. It is made up of a circular inner city, which is surrounded by a high wall and was thoroughly planned, and a sprawling outer city that has grown organically over the past millennium. In the centre of the inner city is a large castle that is shaped like a five-pointed star, with a tall tower in the middle.
The city was founded in 4464 EA, after the unification of Serukis. The five high lords needed somewhere that was neutral territory to meet. Whilst the high lords spend the majority of their time at their home seats, each will spend up to six months at a time in the city of Sanctuary. There is often a little overlap between their visits, so most often there are two or three high lords in Sanctuary at once. Once every four years, all five high lords will come together for a month-long meeting, and they also all come together for the coronation of a new high lord.
