The Fall of the Fowland Monarchy

Prelude

The capital city of Fowland is Thremil and the country itself was ruled by King Kairon Thewlis and his Queen Audrey over 300 years ago. They ruled with an iron fist but didn't show any tyrannical behaviour but the motives were always for the good of the country.
Just before the conflict, there was an incident where a coven of hags had been terrorising the city. There was a big showdown between them and a group of guards and mages and somewhow during the combat, the hags managed to escape. However, before they left the city, the hags had unleashed a blood plague and it had begun to sweep through the city. A group of guards and 2 junior wizards went after the coven and were never seen again.

Catalyst

As the blood plague ravaged the city killing thousands within a few weeks, it wasn't long before the a few of the courtiers caught it as well as the Queen and her children. The king had already set his best physicians on to finding a cure for the plague.
After a few days more the Queen and her children had gotten progressively worse, with the prospect of their deaths very much at the forefront this tipped Kairon over the edge and he became very tyrannical as he spiraled further into a depression. He believed that the team working on the cure were not working fast enough or conspiring to let his family die and the two lead physicians were killed. During the time that the rest of the physicians managed to create a working cure, the Queen and her children sadly passed away.

Conflict 

The cure has been found and it has slowly been handed out to people while more is created. During this time, Kairon does not believe that the physicians are working quickly enough to distribute the cure. The king' delirium worsened as the days passed to the point where he ordered late at night for his guards captains to go out into the city and burn it to the ground. Hi reasoning is that the cure isn't being made fast enough and the plague needs to be eradicated quickly. So he ordered his captains to burn the city.
Before the order could be carried out there was a commotion in the castle when the courtiers found out what had happened. They begged the king to see reason but he would not, the events spiraled out of control and the courtiers killed the king. They then rushed to stop the order from being carried out but unfortunately the fires had already been lit and half the city now lay aflame. The sorcerers jumped into action and quelled the flames and around 50% of the city lay in ash and debris.
Outcome and Aftermath
After the fires had been extinguished and a damage report taken, the cures were handed out and the blood plague eradicated. At this point, there is no one to lead the kingdom so the mages of the court stepped up to take the reigns and help out where they could. Over the next few years the mages created a Court of Mages and set about bringing the country back to order, which they successfully did. This was supposed to be an interim measure.
However, in a surprise twist, the people of Fowland were more than happy with what they had achieved in such a short space of time and agreed via votes that the court of mages would stay in power. They also requested a meeting between the court and the reps of the villages and cities to sit down and come up with a formal agreement.
The court agreed to this and they sat down and created the Accords of Thremil. in that document, the below was outlined.
Help out with crop growth- They agreed to control the weather for 1 month out of the year A new order of Nobles- Must go through university tuition and are accepted as an assignment to serve the Fowland Magocracy you will be classed as a noble. Those born into the bloodline without any magic will not hold such a title but will be expected to go out and help the Fowland settlements Mages would help in construction Conservatorship of green spaces Full access to the new capital of Thremil
