The [something] Collective
In the [post disaster] lands of [place] the general rule is kill, or be killed. Or so they like to say while staring off into the distance using a brooding tone. While the people of [place] won't kill unless it's necessary, they also won't interact with or help anyone outside of their small household units unless they absolutely must - and even then they may still choose isolation. Because of the events of, and leading up to [disaster], [place]'s people are wary of political structures and each other - afraid that re-instituting elements of their old ways would be setting themselves up to repeat history or potentially something even worse.
From this timid and untrusting society emerged the [something] collective. Operating in secret, the [collective] has obtained a series of abandoned properties, fitting them to their needs and installing an underground set of tunnels. Here lives a small community composed of several households - living communally and sustainably together. While some members of the Collective do aspire to rebuild the land at large, as a whole they are still conscious of the mistakes of the past. Using a strict democratic system, they only expand, make significant changes, or accept new members with unanimous votes and extensive discussion.
