Baroness Gwenore Larousse is the ruler of the town of Havelock on the Crystalflow River. She resides in the Bastion de Caisson, a 2nd century keep that manages the Grand Caisson that raises and lowers boats that travel the river and must get past the Maidensveil Falls.

Her stronghold is defended by a dozen knights of the Order d'Ecluse (Knights of the Lock), whose order is said to have been created by Empress Caroline herself to maintain free access to the empire's waterways.
