Halruaa

Halruaa is a magocratic oligarchy located in South Faerûn, notable for its magical prowess, electrum mines, and Haerlu wine. While the region was first settled by ancient Lapal tribes fleeing the Yuan-Ti of Chult. Following Karsus' Folly and the collapse of Netheril, many Netherese refugees fled to the highly defensible terrain of modern-day Halruaa to make a stand against the phaerimm. The attack never came, and the survivors of Netheril created a new state on the basis of magic, while trying to avoid the pitfalls that destroyed Netheril. During the Spellplague, Halruaa was feared destroyed by the blue fire. However, the nation returned to Toril during the Second Sundering, having survived by transporting the entire country to Abeir.

The Art is of foremost importance within Halruaa, with over one third of the population posessing some kind of magical ability. There is a strong emphasis on education, and Halruaa operates a system of public schools that educate children until they turn thirteen. Thanks to this strong education system and the culture of magic, many Halruaans become wizards. The country is known for its magical item production - especially its famed skyships - but legally, those items cannot be exported from Halruaa.
