Sigil Advisory Council
Although the Lady of Pain is the ruler of Sigil, the Sigil Advisory Council (shortened as the SAC) is its closest thing to a government. Following the disbandment of the faction system in the 14th century DR (Faerûn counting), various well-to-do citizens of Sigil banded together to form the SAC to govern the city in the Lady's absence. The SAC is comprised of nine seats filled through a process of nomination and election, and most of the seats are usually filled by relatively well-off denizens of the city. Although the SAC has very little formal power, they occasionally hire adventurers to deal with problems. In addition, the SAC often engages in charitable and humanitarian acts in safer sections of the city when possible. Despite its acting as a government of the city, the SAC has been been acknowledged, for good or ill, by the Lady of Pain.
