Shanxar Kilrakith
He is a dragonborn from the Chultan Nationalists. An emissary working in the shadows to do the bidding of his masters, Shanxar meets with Devaro Elvuh periodically to give instructions and payments. He is essentially the handler of the Death Collectors.
