Volastar

Volastar is a new city, it was founded in 1400 DR. The leader is rumored to have been a noble woman, daughter to royalty who became disillusioned with the lifestyle of the wealthy. It is unknown what her true name is, she is merely known as the Imperator. The citizens of Volastar have shown to have a tremendous amount of respect for her and are known to be incredibly loyal.
While not much is truly known about the interior of Volastar the city itself was built upon a giant earth mote above the lands of Calimshan. Volastar though has declared itself a sovereign nation and due to its isolation that title has not yet been contested. Volastar has extended its reach to a small portion of land just below the earth mote where it docks airships to transport its citizens between the mainland and the earth mote. There is a town built upon this land where foreigners may come to catch a glimpse of what society in Volastar is like, though so far no foreigner has been allowed passage onto the earth mote itself.
From this border town though it has been gathered that Volastar is a fairly advanced city, containing many skilled tradesmen. In this town the citizens of Volastar will trade unique items for rare and innovating knowledge or artifacts from travelers. From interactions with the citizens it has been assumed that the citizens of Volastar do not use a system of currency, it is unsure of how exactly their economy runs but the society is completely self sufficient. Merchants from Amn have tried countless times to establish trade routes with Volastar but thus far all of their attempts have been unsuccessful.
Tensions on the border of this town are high, Calimshan has posted military around the town in fear that Volastar will expand beyond its current state and will try and claim some of Calimshan for itself. Volastar claims that they own the sky around their earth mote since it is not technically on the land but Calimshan argues that the earth mote was once part of Calimshan before the spellplague so the land itself rightfully still belongs to them. So far all negotiations between the two countries have been unsuccessful and both have a military presence where their border meets on the mainland.
Besides this growing tension though many nations are eagerly watching for an opportunity to interact with the new city as it has been growing at an exponential rate and nobody knows exactly how society within the city functions.

Earth motes can be occasionally found throughout Faerun. They are a result of the spellplague and even years after it has ended earth motes can still occasionally be found throughout the land. Griffons and Dragons have both been known to make their homes atop of earth motes. To be able to access these earth motes someone would typically need to be able to fly or have an airship.

Airships are incredibly complex to create and only a few civilizations have been known to use them. A few civilizations have even adapted airships to be able to create sand ships. Currently though Volastar is the only major country to have the ability to create airships yet they have refused to share this knowledge with others.
