The city is run by a Council of thirty-seven Councillors, who are elected every five years and make decisions democratically, though five Elders (who are elected every ten years or else in the event of a death or widespread disapproval leading to resignation) have the power to veto decisions. If two or more Elders veto a decision it's cancelled, reviewed and adapted, or delayed.
